What you could try is make an attachment in the QC which is placed a tad above the head, so the hats will be placed higher than the actual head bone. However, I'm not sure if the hats will actually use the attachment for their origin.
Hopefully a shit bp icon wont prevent an item from getting in. It seems that every time I try to make one, it ends up looking like total shit since the background color doesnt like to go away completely.

I think the ones they converted over to prefab "Hat" should too. Mostly older Valve hats.
