How to Ban People Fast Also Banning Players that are offline????

So I run and big server for Rust been having a hard time with hackers spawning in C4 and Pissing players off along with my weekly wipes because of these hackers
there should be a ban list, just get them to give you their steam ID and add them to that list on your server.
ok we did it on me as a test and it worked but how would i unbann myslef

The bans are showing up in bans.cnf and the obvious banlist is empty

The former is your Steam ID in 64-bit form, and if you don't set a custom profile URL, your steamcommunity profile will only show that. If you instead set a custom profile URL (e.g. if you wanted to be /id/rustforever, for example, you'd choose "rustforever" in the profile setting), you can link to your profile by steamcommunity.com/id/rustforever/ and that's the URL you'll pull up when you tell Steam to open your profile in the top menus.
You don't lose your 64-bit number if you do this, the /id/blah thing is mostly for convenience.
will the server read bans that you input into the ban file manually? because we tested inputting bans manually and it does not work, even though the information is the same in the banlist, for some reason the bans only work if it is done with the console? while the player is online
