Here is the idea:
Banks are player created and would take a ton of resources to create. These banks would allow individuals to store items that cannot be raided. The benefit to the creator is that they would have earn interest based on the number of individuals/items in the bank over a period of time. This would create an interesting scenario:
1. people may wait right next to the bank to stop people from storing items. This would place a premium on the Bank creator to protect the bank so people can store their items and they can earn the interest.
Feel free to let me know how stupid this is, or if you have any ideas to make it better!
I think the hope is players will build banks that will be raided. My guess is there will be stronger building materials in the future. I doubt 50 door towers are part of the vision.
You can build your own bank, just build a huge structure of metal with metal doors, and keep all your most valuable loot in the center. Also no to the unraidable, it just doesn't feel right.

On second thought, maybe a pre-built "bank" could be kinda cool, but the ONLY way that could work is if you have to "pay" some sort of toll to retrieve your stuff from it," meaning if you have no money, you lose your stuff forever. It's more like storage than a bank, but it's certainly a lot more balanced than what you are asking for. I can't say I like my own alternative all that much, but perhaps someone can reform my idea and make something of it. Here's to hoping someone does it.

Hmm
cannot be raided
, I think this is WarZ biggest error beside lack of anti-cheat. Those safe spot were dull... Good idea on paper, not so fun in reality. I think everything should be raidable, you could create very very very hard to breach safes, you would need 3 tons of explosive to destroy the door or whatever.
I disagree with making anything on this game unraidable secondly if your trying to secure important loot then store it at the top of your base
If garry adds contraptions such as hinges, ball and socket, axis stuff to make structures more functional, banks would be a good player-made idea. But it should stay raidable though. Rust is a survival game after all, where you gotta do what you gotta do without any restrictions or antigrief mods.
No need to implement this, I'll be your bank. Give me all your stuff and I will hold it for you.

I think you are right. Everything should remain raidable. I'm trying to think of a way to more reliably store items with a better opportunity of saving your items. There should be something involved in making "banks" more difficult to raid, and I still like the idea of the Bank owner getting "interest" payment.
Having more variety in materials to build with would be nice, and I'm sure on the way. Eventually you might be able to build a structure that could function as a bank of sorts. As for the interest thing, that should not be handled by the game. Fees and charges should only be handled on the players' ends.
