videos in bottom screen will it be considered hacking?

Hey guys,
First off I don't know if I ever posted on here so if not first time post :). Anyways When me and my wife play rust she always watches Hulu on her kindle during nights. I would like to do the same thing with my pc.

1st. I was wondering if there was a program that allowed you to do the same i found "[B][U]Always On Top Maker V1.00[/U][/B]" which should let me watch a movie over my game. Any1 used that program or know how I can watch hulu in bottom right corner? even if I can't with rust for reason 2 I would like to know a good one for skyrim. Multitasking ;) FTW

2nd. And most important would this trigger either VAC or cheatpunch? you can check my steam profile I am not a hacker and never will be so idk if some1 reading this is wondering if its a ploy to workaround a hack (I would assume so If i read this post). Sorry if its a wierd post or whatever just figured I would ask you guys since this is the main community I follow day to day.

I dont know how Cheatpunch works but unless your program inject some code in your memory you won't get VAC banned
