How another account can join my local dedicated server?

Hi, i tried to setup a server and it gone well. I can join by typing "client.connect localhost:28015" in the console. What if my friend wants to join in. Because he can not see the server on LAN listing as am i.

I guess only authorized providers can host multiplayer game :(
