Oficial server, Licence?

I want to know if I can open an official server Rust on my VPS or should I buy a license for it, (I have the original rust by steam)
I also want to know if I can put automated messages with the web of my hosting provider

You can open a server, but not an 'official' server. 'Official' servers are owned and operated by Facepunch, aside from Rustafied who were 'promoted' to be of an official status due to what they provide to the community (and rightfully so!).

You'll need to be on a Windows VPS, as they've temporarily (?) halted development of the Linux server. That being said, don't expect great performance. VPSes *GENERALLY* aren't a good fit for hosting game servers unless the host node has been configured for this purpose. I'd look for a Xen VPS over a KVM VPS, but that's just personal preference based on memory management. YMMV.

if you run Rusty the admin tool (see other thread in forum) you can send automated messages and manage your users without Oxide. BUT Rusty must be running and usually that means on a separate computer since most hosting companies do not let you run other executables
