crafting rations using maybe cloth (for packaging), blood (for heals), chicken breast, and rad pills.... just a suggestion :-)
It would make sense for a "ration" to be craftable but currently they're ridiculously potent food so I'm not sure it would be a good idea for balance reasons. It's also better for story reasons if you can't craft them since you could think of them as leftover MREs to explain their existence.
If they did decide to make them craftable then your materials list seems reasonable enough, assuming they don't add something to the game that would make more sense.

true enough but at the same time it would free up slots in the quick key bar as instead of needing food, med kits, bandages, and rad pills you could have just the one... like i said just a suggestion either way its no big just thought it would be cool to be able to craft them given current materials

Well, you'd still need bandages or medkits since rations aren't going to stop your bleeding (though I guess it stops on its own now.) That being said, I think it's a good thing that you need to use up inventory space to be effectively prepared for combat. It means those planning to kill others for their stuff will have less space to carry that stuff thus potentially encouraging them to leave some of it behind. The fact that it covers so many aspects of what you'd need to survive in one stackable package is part of why I think it would be a bad idea for balance reasons.
