Game runs fine until I hit that Play Game button that opens up the servers. The game instantly drops down to .5 fps and buttons stop working. I really want to play this but what the shit? I tried reinstalling but same issue. Also direct connect with IP doesn't work.

AMD Athlon(tm) II X4 635 Processor 2.9 GHz
Ram: 4gb
AMD Radeon HD 6700 Series
Windows 7
You only just scratch the requirements.

Those requirements are for playing the game, not sitting in the main menu. Even if I bombed the requirements, I wouldn't have 1 frame every few seconds on the main menu.
Anyways, it does respond, I just have to click it perfectly while its responding which doesn't work. Any ideas?

I get that too, Its a bug.
There are a LOT of servers and the way rust updates/scans the servers is extremely laggy.
Wait for it to load them all.
