Long story short, I have a 3 year old computer... performance has been fine for a long time in Rust but in recent weeks it's been getting worse and worse and that last patch yesterday put the last nail in the coffin. My FPS is all over the place from 8 fps to 90 fps and I'm lagging crazy.
Today I went to the local comp store to get some new parts. Guy tells me my I5-2500 (which despite the name is a 3.3 Ghz) is fine and upgrading would be pointless.. Mmmkay. My 8 gig memory is obviously an issue so I added a second 8 gig so total 16 gig DDR3 1333 memory running at 1866 mhz (I must admit I don't understand that part, but my MB has some auto-overclocking stuff in it)... Last but not least was running a GTX570 which still does OK in terms of performance except for the fact it has very little memory, so I upgraded to a GTX970 w/ 4 gigs.
So I'm all happy start Rust, wow, steady 115ish FPS which is nice to see... but DAMN.. I'm still lagging like HELL, getting mini freezes constantly. I went on a server with nobody on and a < 15 ms ping just to make sure it's not a connection issue... all checks out there.
Memory usage is at ~50% so I'm good.......I'm running this from an SSD but I looked at disk performance just to make sure using task manager... all looks good there, no spikes or extreme usage there..........
So GPU, CPU, Memory, Disk and pimpin' connection........ and I'm still lagging like it's 1980.
Anyone can help with this? Kept blaming my crappy old hardware but now I can't really do that anymore.
16 Gigs of RAM is a little unnecessary imo, even horribly unoptimized Rust only uses like 6 Gigs of memory (which is still a shiteload). Just my opinion tho. Other than that, my (core) system specs are very close to yours:
GTX 970 4GB
8 GB RAM
CPU running @ 3.2 GHz
But no SSD, which means I should in theory experience worst stuttering.
I get about max 90 fps max (at max settings), but also experience frequent fps drops and stuttering.
Maybe it sounds dumb, but have you tried updating card drivers?
I also suffered from freezes and stutters a lot but with the last update it improved a lot. Try to close any unnecessary background program that might make the game not having the focus of your ressources or scan it for malicious stuff that does the same.
You got a way better rig than mine and I'm happy the way it runs (apart the freezes caused by the loading)

Yeah drivers are brand new from today my GTX570 drivers won't compatible apparently so I had to update, so 100% up to date from nvidia's site.
It's really stuttering, feels like a 200ms freeze every 1-2 seconds, just enough to annoy.. still playable but man, you'd think that with these upgrades I'd be good.
As for the 8 vs 16 gb, I think part of the issue is that my vid card did not have enough memory and my motherboard is setup to use RAM when it lacks vid card memory so between the 6 gigs the game uses, the 3-4 gigs it uses on the vid card, my 8 + 1.2 wasn't cutting it.
Anyways, very good FPS increase overall, I can max everything and still maintain 50-60 fps which was not even close to possible and that 8 FPS inventory lag I had constantly is gone, no difference between inventory open/closed anymore...
That stuttering is driving nuts though.
hardware upgrades wouldn't affect internet connection, which is where your problem would be coming from, try networking stuff like restarting you router, disconnecting and reconnecting cables an so on
