Rust not responding after about 30 seconds of joining a server

whenever I join a server rust will stop responding after about 30 seconds of joining and "waking up" this has only started happening within the past week. I have tried running as administrator with the same result, as well as verifying the rust cache through steam. I get no error messages or anything of the sort.

Has anyone else had this issue? and if so has anyone found a solution?

my OS is windows 7 64bit home premium SP1

same in here find fix already i have that issue almost a 2 week but this guys i feel sorry for them and no superior check it
