I want to make Explosive charge and I have the blueprint but I need 15 explosives how do I get it?
You need to find explosives and research it with a reseach kit and paper.

It's my understanding, also rumored, that you can only get Explosives from airdrops. I don't know how valid this is, but seems to be the standard rumor. I haven't heard otherwise.
I do not believe that Explosives are in the game, ive never heard of players obtaining it.
Ive only heard players obtaining C4 Via Drops.
If im wrong, someone feel free to correct me with screenshots.

After you have obtained the recipe for explosives, you can craft these for 20 gunpowder, 2 low grade fuel and 5 sulphor.
In turn, 15 explosives can be crafted into 1 explosive charge.
Yes, explosive charges are expensive and so they should be.
I personally think raids are something that should take some serious preparation time (crafting explosives, gathering a team, weapons, ammo, etc.).

You can most definitely get "Explosives" from the air drops. I've not found the recipe or the item in zombie drops after a good many hours of looking. But the air drops certainly do give them as an item that you can then research and make.
Explosives are then required for Explosive Charges. That recipe can be found all over the place.

It does take a great deal of time to get the good gathered up to make just one(If you're not raiding other people.) That, and their 2min. crafting time per charge.. Also, aside from the materials listed here, it also takes one flare.

Explosives DO come in air drops, about 5 at a time, you research them and then make them for then making charges, I don't know if charges still come in air drops tho.

They do. Only 1 per drop though... No longer 5.
