If so how much fps do you think I would average with the 650?
The 650ti would definitely increase your FPS, the amount, I have no idea. You should be able to put out at a solid 30+ frames.

The fps you would get with the 650 would also depend on the CPU too. My cousin has the standard 650 not the ti version, and he averages mid 40 fps on medium settings with an fx 6300 CPU. When he has the fx 4100 CPU he was lucky to get in the 30's on the lowest settings.
do you think I could run this game good with a galaxy GeForce 640 GPU and a intel core i7 2600k CPU how much fps would I get with max settings or in general
I would say at max settings you would average 30fps but just a guess.
Honestly it would be better just to buy a 650 ti for $130. youd get great use from it and its one of the best value for money cards you can get. I mean the 640 is $100 and the 650 is $130, You get almost double the performance for an extra $30. Now you know and knowing is half the battle!

I would just save up and build a better computer. $500 would do the trick. If not just get the 650 ti or if you can find a cheap gtx 660 for $140 (found mine for $135) then try to get that. You should buy the 2gb version from Zotac i have a Zotac GTX 650 2gb Amp edition its run in 1189mhz and 2,8k memory clock.
I have 550ti I get 70-90 FPS on low settings using dtx 9 650ti should give you even more
