Hey dudes Ive got a big problem. My fps are around 15 when Im playing on the lowest Quality with gamebooster and without grass. My laptop spec:

Its a combination of your CPU and GPU, combined with the fact that you are on a laptop. Checking the specs on gfxbench.com and cpuboss.com, my Core i5 3470 ranks higher than your i7, and my radeon 7950 blows away your graphics card, and I get nearly 60fps at 1080p full quality settings.
Part of it could also be that since Rust is using the Unity game engine, it might not be using the latest build of Unity. Kerbal Space Program also uses Unity, and recently patched in the latest version of the engine which gave substantial frame rate and performance improvements for even my system. Before that, I ran into many frame rate slowdowns due to more complex ship designs.
Rust has far more things to render on screen at a time than Kerbal does, so that could be part of the issue overall. However, I do believe it is the graphics chip in your laptop that is the real limiting factor.
Even the lowest end GPU i own at the moment, the GeForce GTS 450 (which can barely play 30fps with low to mid settings, 720p Crysis 2) rates in with 50-80% better overall performance than your laptops GPU.
Is there any method to improve my fps ?
There are a few ways to improve fps but most are very buggy and result in a laggy sky. One way that does not cause this is turning off excess grass. You can do this in the settings file in your rust folder located inside of steam or by typing a command in the console: grass.on False

Buklurz what fps do you get in game? also try going into the nvidia control panel and setting image quality to high performance, fact your on a laptop make sure windows is in high performance mode and not power saving for energy usage as this will cause the CPU to downstep thus resulting in poor performance for any game.
In game I've got 10-20 fps :| .
I'm running the game with no problems at all even after 24 hours of me leaving the game on. I have a Radeon HD 7970 3GB OC, with an i5 2500k clocked at 4.5Ghz
