Unicode/Alt Codes don't work in console, so kicking/banning people with those special characters in their name is impossible. (Unless there is another way, I'm not aware of)

Maybe you could go to the person you want to kick/ban and copy and paste their name.
Look up their steam ID number and ban them that way
Copying and Pasting their names doesn't work, it only puts the un-special characters.
And yea, I guess I could look up their steam id's I didn't think about that.
