I cannot place a small wooden chest on the ground. It is not a flat flat surface, but it is probably 75%+ flat. This is very annoying...
You are probably too close to the box. Move back a bit and try again.
I've had that same problem before. The outline was green so figured it would work. Had to move my hut and find a new location :/
you just have to back up a few steps and look more downward.... it may say its green but if your player model is inside the area it wont place.

I've had it happen a few times when I am not standing inside the area where it will place.
It is since they updated the placement code to check for stuff like chests being outside of the buildings and stuff. The same issues also happen with pillars and stuff.
Had this too with wooden foundation
