i posted this in a thread then realised that could be a reasonable thread on its own. and might have more chances of getting the devs attention. its a copy/paste from the original.

I would say, 3 different types, all humans apart from the usual animals.
For low level, cave man living in the mountains in groups and using bow/arrows, spears and hatchets, they could drop some bow, arrows, stone hatchets and resources, metal/sulfur ore in small quantities.
Medium level, more advanced but like MAD MAX characters, around 10 individuals spawning at random rates, living in small compounds like small rad right now, medium level weapons, pipe shotgun, hatchets and whatever will be add to the game, medium level weapons, could drop their own guns (just sometimes) with very small ammo quantity, medium medkits, some metal fragments and gunpowder, wood planks etc.
Now the big boys, military compound, big like big rad at the moment or even bigger, 20 individuals, best guns armor and only a couple of entrances and maybe 6/8 boxes in random places (maybe 20 diferent spawn places) of the compound, changing every few game hours so we cant just run in to them.
in the boxes you could find m4 m16 p250 all the good weapons but in very small quantities maybe 1 box of the 6/8, could find some kevlar armour, big medkits, and the best items in the game.
Little catch, this best items (armour/weapons/ammo) would have durability, couldnt be researched or fixed. the medkits only need cloth and blood from the animals so could be researched, its cool.
Now the military compound and the personal there should be so good that we could only go there if we got 20/30 people to swarm the place, we would have to get all together or most, to run in there with our low/medium class weapons to stand a chance of getting anything out.
The idea would be that the top weapons arent easily available and would stop people from going on a killing spree, they would save the best weapons for serious business, once they runned out of the best ammo they could make ammo but like the handmade shotgun shells right now that could be used on the best weapons but would make less damage, accuracy etc.
Give me some feedback please.
I like your idea of top-tear items degrading and being un-researchable. It would mean a more dynamic experience for players who reach end-game - you are "King of the Hill" for a limited (sweet, sweet) time, rather than reaching the top and staying there.
Not so sure about needing 20-30 players to tackle NPCs. Coordinating a community that large would be a logistical nightmare... especially for those of us considered 'casual' gamers.

but the idea its that the top guns should be almost impossible to have, the invasion of the military compound would be a invent on itself, doesnt have to be organized, like swat team with pipe shotguns. Would be like a suicidal run inside, imagine like it happens now with a few nakeds naked guys attacking 1 or 2 kevs, they know they going to die they just dont know who and they have nothing to lose, someone might get a few goodies but once again they dont know who. :)
The low and medium level compounds could move around with every server restart or when the server its empty, they wouldnt be exactly buildings, but the low could be just shelters and the medium look like a scrap yard kind of building with a metal walls/fence.
that way people there wouldnt be a set area to build like now around small/big rad, next valley etc.
