What is a solid defense for raiders who build stairs to climb up the side of a 15 level base.
It seems no matter how high I build they still manage to get in

Build foundations around it that blow the placing of other foundations. Rinse repeat until you have been raided and no longer want to do that.
Place foundations ~ 2 foundations away from your base, and oriented diagonally to your foundations. This prevents people from placing their own foundations close enough to do anything. Then you can place pillars in the centers on these foundations to prevent players from building on them, most recommend at least 3 high pillars, I say keep building em.
