You have possibly chosen the most annoying way of listing your specs, and you also [URL="http://facepunch.com/showthread.php?t=1293678"]didn't notice an existing thread a mere half a page down the forums[/URL] that could've been used instead of a new thread. This is not the best start.
That power supply is going to die a horrible death from being underpowered for any sort of graphics crunching. There are no set system specs for Rust yet, as well, so it's a bit hard to predict performance, especially since it's very alpha still.

I've been running this card for prob. 7 months and no overheating or anything like that.
Alright, so, let me tell you this right now.
I would take that PSU out and buy at least a 700 watt PSU. You're going to fuck everything up with that 400 watt, be it now or over-time.
The problem is not over-heating, it's your PSU being put under too much load and frying/blowing up. Idk what will happen, but it will be bad.

Yes. I'm pretty sure your card is down-clocking itself when you play games if you've played it for 7 months with no problems.
Idk, just don't try and overclock your graphics card.

It hasn't actually, i've actually ran benchmarks and I've had the card hit 80, 90 celcius max. (Idle 40C)

I have overclocked it serveral times and I've had it downclock ONCE. I only increase it about 10 - 30 Mhz.
Hmm, well never mind then. 400 watts seems a bit scary to me, but apparently its the minimum Nvidia recommends for this card. So you're apparently okay.
It's still sketchy though
Actually, this setup can NEVER run rust. You need to AT LEAST have crossfired GTX Titans and 36gb DDR4 RAM. And you can FORGET about running this if you don't have an i9 processor. And with these specs, you'll be lucky to get 25-30fps... Good luck cuz right now ur looking at running the game at about 3-5fps...

I had a 500W PSU and it started to make melting smells, thank god my PC was still working. You have a descent PSU so its bearing the pressure, but i recommend you getting at least a 700W PSU like all the guys are telling you
So, since you linked us to a generic Nvidia card render instead of the actual manufacturer's version of your card, we can only give you vague info. Did you know that Nvidia only makes the actual chips, not the graphics cards themselves? Tell us ([I]without[/I] just representing it as a new, randomly large, image) the manufacturer of your video card. If you don't know, [URL="http://www.guru3d.com/files_details/nvidia_inspector_download.html"]download and install Nvidia Inspector[/URL] (it's safe; this isn't some malware trick bullshit). Nvidia Inspector also lets you overclock your card, but I wouldn't try it, especially not with a 400W power supply.
Yes you will be able to run rust fine at a 40-60+ FPS

Assuming the PSU is up to handle the job, I don't think you're going to get more than "acceptable" performance out of Rust. [B]At the very least,[/B] you will not be getting very good performance until the game engine is refined and more optimized, further along in development.

I fully understand.
Trust me you will be able to run this you computer is more then decent and the game is a unity browser game I get atleast 100+ Frames
I'd also seriously consider replacing the PSU. Maybe the GPU too since you're now lagging behind by 2 generations of NVIDIA cards.
Put it this way, I have a Pentium HT 4(Crap), a HD5450(Even more crap) and 4GB DDR2 Ram(Ok) and I can play this game at 35fps most of the time.
