Everytime I play, my mouse takes a couple seconds to turn to where I want it sometimes its fine, but it mostly happens when I hold shift and W.

Whats your computer specs?
Are you playing in fullscreen not just full window? My frames drop a lot and this happens to me when I don't play in fullscreen. But after I put it in fullscreen I get 60 FPS.
The game runs much more smoothly in fullscreen and if you use mazila firefox it can help aswell

Just lower your graphics settings, that should fix it.
I had that with some of my games you need to upgrade your Graphics Card Driver from device manager if that does not work than I have no idea what's going on because that fixed mine .
