NOW with that said. Why does ever damn server, even my own, have massive rubberband lag issues? this wasnt an issue til recently after the ddos/uLink issues

I'm going to say it's you.
What is your latency (min/avg/max, and specifically to the game host)? Do you have any packet loss? Test against servers of various geographical locations? Rubberbanding is typically a networking issue, so you'll probably need to look there.
i live in florida...my server host is in Texas...My ping is 38 to 64 at times with an FPS of 165...on fantastic....this never happened until recently

How did you get those pings? I need a ping capture from command line, preferably while you're on the server experiencing rubberbanding. I also need to know if you're experiencing packet loss.

I know there have been reports of minor rubberbanding depending on server, but I've always been able to find a solid one fairly easily.
im at work atm but that was what i was checking when i was on earkier. i should have packet loss issues though. and id say our server experiences minor rubberbanding i guess it doesnt crash u out or nothing

It won't, poorly performing servers will continue to struggle along. Pick a low-population server or one of the beefier official servers. If it doesn't happen there it may also be because the host is overtaxed.
Also when you try it at home try a handful of servers and report those here too.
Also just because you're on fiber doesn't mean you wont experience packet loss.

Hard to tell just by looking, not familiar with them first-hand, and it's hard to tell what they mean by "dedicated core" when virtualizing. Technically I can allocate 20 logical cores on a Intel CPU even though half of them are hyperthreaded (will run like shit compared to the others). You can cram 64 CPU cores into a single chassis and have 64 hosts which are for disk access...
Poke around at some other servers, quite a few, and include some official ones.
