Here is the map partially complete, reason why is because the entire map is 16 by 16 kilometers, the map shown is only 1/2 the size, by the way resources are only around the road area and about 100 feet or so east from the ridge in hacker valley.

He's talking about a roadmap of the game development. As in where is the game going to or planning to be in a few months from now.
Map - A diagrammatic representation of an area of land or sea showing physical features, cities, roads, etc..
Roadmap - A plan or strategy intended to achieve a particular goal. In games, usually to list the game's progress and planned features.
