I think there should be a gear that enhances the night vision. It can be a mod on our helmets, or a different gear that replaces the helmet.
No.... Evening, Night and early dawn are the best options for new players to run about and collect some resources. Yes, it is dangerous with zombies, but would be even worse if people with guns could easily spot them and mow them down.
