Hi i think there should be a local chat for people who don't have mics or shy people
I agree and I think global chat should be removed.
There should be also whispering -- private chat for only two players.
In modded servers (Oxide, RustEssentials, and Magma), PMing is implemented. As for direct chat, I believe Essentials is the only one that provides that - but there is a lack of a purpose for it. Plus it would confuse uninformed players.
This idea is similar to my idea but mine has some further developments:
Standard 'character-based' voice commands, you press a button sequence and your character will shout out things such as:
- I'm friendly!
- Please help!
- Don't come any closer!
- Stop!
... and more
Also along those lines, is the utilization of text-to-speech voice synthesis to produce local vocal dialogue. Although that idea is a bit more iffy than the previous, would still be cool if it wasn't horrendously buggy.
But yeah, there needs to be some mode of communication for people who don't wish to use voice chat but want to communicate to only those around them. Earlier today, I needed the passcode for a door from someone who I wasn't Steam friends with, and he didn't want to use global chat for obvious reasons. Ended up with him tapping the code out on a wall with a hatchet.

Global chat is half the reason I play Rust. Let's hope they never remove it.
A commo-rose style chat would be nice to have for those without a mic or shy.
