Unimplemented, bugged, or by design - hot bar items?

I wasn't paying a lot of attention to the dev blog or @RustUpdates around the time when FP cut over from legacy to it as the default.
Does anyone know if the inability to use some items (bandage, med kits, syringe, etc.) from the hot bar is a bug, is a feature not yet implemented, or is a conscious design decision?
I assume it just hasn't yet been implemented, I've seen no mention of it so it can't be a bug but I doubt they would deliberately be left out as it is a useful mechanic.
On my Mac, the whole inventory system is terrible. Hard to move stuff, whacked system to select number of items, etc.
Plus [B]the whole UI system does not fit on the screen on my Mac unless you choose the highest resolution. Is it like that for PCs?[/B] It means you can play low resolution but not be able to see some information, or access some of the UI, or use the highest resolution - which gives worse performance.
I was shocked how playing felt so buggy and unfinished. I haven't played for a while on the new version, but thought it would not be so bad. Maybe the game is only decent at this point on good gaming PCs. :(
Based on @RustUpdates, Garry has been busy working on replacing the UI. Maybe it'll get implemented as part of that. I don't know if it's technically considered a UI feature, but I would think it's related.
That is good to know. I so can't wait to have a good version of the New Rust I can hop on to and play. I want to get in to it, but it's not there yet, and the performance issues kill it for me. It is almost unplayable on lower resolutions on a Mac because the UI is messed up at all resolutions except the highest.
Plus they need to fix stuff like the way to select part of a stack of items.

I am fairly certain that it is part of the UI reboot. Facepunch has discussed it before and Garry even made a flash-based proof of concept to show an alternate mechanism. Hopefully we'll get a shift-click or something that grabs all in a stack.
