Here's why.
The server is not ready for the public. The devs need to do more work on it before it's ready to be given out.
However, they still need testing to work on it. So, they have partnered with certain trusted GSPs who have signed agreements to protect the server files from being leaked.
I am sure this will change in time, but the devs are being careful.
The game is in alpha. It is only about 10% finished. It's not ready yet.
