There is a particular Hacker called [Sin]Suey, who had the previous name MeiYuan. It is a notorious hacker who comes back again and again after being banned. He gives honest players a hard time. Can you please do something about it?

They wont, just change server cause they ban them maybe once in a week while cheaters just can buy another account and play again on the same place.
