Animals and Players teleport quickly

So animals and players kinda teleport instead of seeing their legs move or anything so its bassicly impossible to be able to shoot someone with a bullet when that happends and it is happening all the time. Could this be because of my low fps i usually have about 17 but when i run or cut wood or anything i dont feel like im lagging its just other people who lagg for me?

Network lag for the most part, also 17FPS is unplayable, so that's part of the problem. Mainly though, the games netcode sucks. Hopefully they optimize it soon.

I know my pc specs are shit i have like 300 pounds atm should i buy some part right now or should i save up more and build a 100% new pc or will only 1-2 parts make gaming less laggy

I have 65 fps by resolution 1920x1080 and max graphic settings, but I have the same problem.

And yeah your CPU is crap.
But I read about this issue in other threads.
The new patch is maybe the reason.
