lower the res on windowed by one
and you will be fine
To fix this:
Go into your Steam
>
Game Library
>
Rust
>
Properties
>
Set launch settings
>
Type this in '-popupwindow'
>
Press OK
>
Launch the game
I hope that this works for you, it did for me.
The best thing about it is that it does not open like a whole new screen. It pretty much stills play like windowed mode so that you can alt+tab quickly without having to change the resolution again. (I always have these problems with games like Battlefield 3/4, Black Ops II and a lot of other games.

Go into windowed mode on simple,goto option,disable anti-aliasing,click apply,ok,exit,run fullscreen.
If you're running on windows 7 and have it on windowed, double click to the top bar to make it fit
This is how i do it. First you need to open the game on windowed mode, then when you are at the game press "alt + enter" And it gives you fullscreen.
