ladders arent allowed to be placed in building blocked area?

from the last rust updates it seems like i cant place ladders in building blocked area. is it because of patch or server admin blacklisted it?

yes im on modded server but when i type /blacklist it dsnt say that ladders are blocked

I hope it's a fix for the stupid ladders, personally. They NEED to be bound to the tool cupboard restrictions. Otherwise, it's just EZ Mode.

Tool cupboards were meant to stop door griefers from locking you into your own base... That's it that's all not a protection from raids.
