I am wondering if someone could provide me with the location of the rust server list file located on my computer as i would like to purge this list as well as i am investigating another server list issue for a friend

There is no physical location.
Your client pings the master server which relays the results back to you.
At least I believe that is how it works, but there maybe a cache file somewhere in there.
