Player login displayed in SERVER chat on Vanilla server..How?

How does one get the server to display a player logging on in the ingame chat on a Vanilla server? He also has server announcements when there is a player kill, and this is a vanilla server with no mods.

rcon tools? They don't turn the server into a modded server because they run external to the server and just listen and react on the remote console.

Figured it out. People are using RustAdmin to show welcome message to players.
