Pretty much as the title reads. I'd like to make a site w/a forum for the server I run so I can post about events, wipes, hacker statuses, etc...free is best, cheap is an option but I really don't wanna sink even more money into rust every month lol
ipage is a good choice. Really cheap and my website has had no issues or down time in months. I bought an ipage site to do exactly what you want to do. Website with forum for my server.
Enjin would be your best bet. They offer a free one but they also have premium that you can pay for as well, and the webpage designer is very easy to use.

It will really depend on your skill set when it comes to the web. Your best bet will be to look at the available content management systems, these often allow you to deploy message boards and forums as extensions or plugins with a few clicks and little configuration. I prefer Joomla but Wordpress is another popular choice, both are free, come with plenty of choices for free themes and are relatively easy to maintain. phpBB is another popular choice if your looking for the site to be primarily a forum/message board. You will need to research whats best for you. It may also be worth looking at rust mods that allow for the server console to print chat messages directing your players, if you have not already. Drawing players attention to your website will be the hard bit without something like this.

If you grab a web host + domain name, I can redo a wordpress template for $50 flat and set everything up. Can do it in like half a day no problem.
you can set up xampp on a windows install on a spare computer at your house and install phpbb and wordpress on it, buy a domain for 3 dollars a year and boom. instant website
