Ok Guys, so I am posting this for my buddy. He really wants to play with us but is having some major problems with rust. Right now he is running windows 8, and rust ran fine untill he got a new hard drive.

Now he has tried more or less everything. Checking the boxes on frame works, uninstalling and reinstalling steam and rust, as well as frame works, and the newest version of frame works. He has also checked all the boxes and repaired frame works.
I have tried to help him trouble shoot everything that I could find on google. Any help would be insanely appreciated. The last thing he is trying to do is re install windows.

Try using windows updates to do the net framework files inless that is what you have tried already.
Yup, have already tried this. Thanks for the idea though, anyone else. Currently using windows 8.
