I have been reading the latest updates from the devs and about the new 3D text thing and was wondering how I update my version of Rust to use that?

Begin by drawing a pentagram on your ceiling, surrounded by multiple cryptic symbols. Begin squatting up and down while chanting "Garry." If you can get you're friends to join in it only increases the speed of the process, so the more the merrier. After approximately 25 squats (assuming you can do that) the pentagram should begin to grow and glow. Continue doing these squats until you reach 40 then lie down on your back, facing the pentagram on the ceiling and reach your arms out in front of you. Garry's face should being to creep out of the ceiling and reach his hand out toward yours. Accept his grasp. He will bring you into the ceiling where you will lose consciousness. When you wake up you should be on Facepunch, most likely in the Refugee Camp, but your Rust will be fully updated and ready to go.

I am new to steam...
Basically, Rick, unless you manually set it otherwise, updates to games on Steam are [I]automatic[/I] except in special situations.
One such special situation that would come into play here is, Steam allows you to opt into betas (as seen in screenshots in this thread). These need to be manually chosen by the user, and this changes the actual version of the game that you have installed, from the stable everyone-gets-it release to an experimental development version (or whatever the beta content is). Once that's set, updates are again automatic unless configured otherwise.
In case you're wondering, the configuration options for updates are in the Updates tab you see in the above screenshots. The options are to keep the game up to date (automatically download updates, the default), [I]do not[/I] automatically download updates (Steam will turn the game title orange and note an update when one is available, and you'll need to manually start the update in the downloads screen), or keep the game up to date with [B]high priority[/B] (this game will be updated ahead of other games' downloads).
