I've been having horrible fps issues for a couple months now, others with far weaker systems report much higher fps. Even on higher settings I get good fps until I get near buildings, then I get in the 20s-40s. Even on the absolute lowest settings with every extra setting turned off, I'm getting about 32 fps near my friends base that has like 4 buildings next to each other, I can turn around and face the other way and get in the 70s. I just reinstalled Windows for other reasons but hoped it would fix this as well, but no dice. I don't have performance issues in other games, including Battlefield 4 on Ultra settings. I get as much as 130fps in areas with no buildings so I don't understand what's going on. My CPU/GPU usage rarely go above 50% so I'm not sure what could be causing this.

Some of us would dream of getting over 30 FPS around buildings, you're one of the lucky ones.
There are many threads about this here (not having a go, just saying) and the devs do mention in the devblogs they are trying to pin down performance issues. It just seems that every time they add something new and cool, they piss away all the performance they got back.
I'm going to hate myself for suggesting this, but maybe have a week where they push a content update, then a week where they push a performance update. The last time I think there was a two week wait for an update because of various reasons. Maybe they did exactly this?
I think there are way more people experiencing this and just not reporting it. I have similar specs and I get the same thing. I think it's a problem with how the building blocks are being rendered but I'm not a programmer so I can't prove it.
I played with 6 or 8 friends who all lived in the same compound, none of which had anywhere near the fps drops I had in those screenshots, some with far older GPU/CPU than me. (A guy with a geforce 660 was getting about double my fps in the same spots).

from my observations.. AMD CPUs canot run this game properly..
i have a GTX970.. my video card laughs about this game graphic needs.. but for some reason, CPU ussage goes to the roof and overall the game runs like crap.. im at 5-10 fps in my house..
I'm not clued up on that processor - how much utilization is it getting in game?
Is it possible the processor is showing it's age??? Can you afford to upgrade to a 4000 series, it uses the same socket
I have the Zotac GTX 970 and I'm not seeing such crappy performance.
Sure there are fps drops every now and then due to server lag or when approaching a new area in the map, but I mostly get 40+ in fairly populated area, and 50+ after server wipe.
My settings are almost on default. I lowered the terrain quality slightly, and the grass if off.

Usually get around 50fps. I do notice that my cpu temperature skyrockets when playing Rust though. It reaches 82 degrees as soon as I enter the game.

ah it's not the cpu then if you're ok. jesus thats really warm dude! especiially on such a relatively low clock speed. how are you cooling it?
video card is suposed to run at that temp..
now if your CPU is at 82.. you have a cooling problem, a severe cooling problem..
nothing related to the game.. its your faulty hardware not properly installed :(
in my case.. cpu ussage hits 90% while playing.. i hit 10 fps in my house.. cpu temp is 60-62C (watercooling) and gpu temp is 42C (Stock cooling)
and no, i do not have a integrated graphics.. rust shows that the GPU is being use, but the game seems like its ussing cpu and nothing else

tuks is right, 90 deg is the LIMIT for your gpu. Your cpu should be nowhere near there. 70 should cause alarm bells.
iIm no expert - but I know unity doesn't support physx gpu acceleration, it's limited to cpu. I'm not sure about AMD, but it would stand to reason there is a similar limitation there. Therefore I would imagine when there is physics based stuff occurring then your cpu will struggle as it's not ideally suited to this type of task. As a guess, maybe being in or near a house requires physics cals to be performed?? Not sure why tho
I can tell you why because I'm a developer myself.. but i dont want to offend garry or anyone in his team..
What it would really help is to know what kind of rigs do the developers have.. i'd be very interested to know what are they testing directly into..
I could bet none of the devs runs a AMD Cpu..
I have an i7-2700k that runs bf4 and every other game I throw at it. There are times I lower quality settings just because I'm picky about fps and enjoy lots of fps on my 144hz monitor but I have never come across anything where I thought my cpu was showing it's age.
Also I agree, 82 in game is quite high, if you were talking about a prime95 stress test I'd say you were getting risky, 82 in a game is even worse. Clean out your cooling fan with some canned air, if that doesn't help temps you should look into a new heatsink.
If Garry or somebody reads this I'd be happy to run any tests they might have to determine what is causing this. It would be one thing if my cpu/gpu usage skyrocketed at these parts and it seemed like weak hardware but it doesn't really change the usage at all, fps just drops and there's only about a 5-10 fps difference between the absolute lowest settings and the max settings.
I don't know about you all but I get massive drops in fps when a lot of building parts within a large clan base are changing LODs or loading in (when I get closer or further from a large base or neighborhood of bases).
Only happens initially. Goes from 60fps to 1 for around 5 seconds then back up.
Yea mine isn't just when they load in, just much worse overall whenever they are on the screen.
