What is the best way to find it? Have been looting towns for quite a while now but don't seem to find one? Anybody now where you have the most chance of finding one?

The only place I've found the Bolt Action Rifle was the hanger, twice actually, but I tend to kill someone who has it and then research it, simple as that.. I'd say the hanger is your best bet if you're not a good shot & don't want to kill people, I don't see a reason why you wouldn't though.
we are on server with custom loot table (no military weapons, c4, kevlar spawned), and found two in biggest rad town (the one with lot's of zombies and highest chimney) in crates.
It doesn't spawn in a specific place. They can rarely be found in weapon crates, that is all.
I've yet to find one. I usually just find junk and ammunition for when people kill me.
