Connection problems with servers (mostly US Central 4)

Hey! A while ago I had a problem once that my game couldn't recognize some servers on its list like the one I'm currently playing (US Central 4 net.connect 192.169.92.45:28710). It passed, I could be back, everything was OK.

Today I was playing with a friend on this server, but kept getting "kicked" from it every 2~5 minutes. After every disconnection, refreshing the servers list didn't work as none were find.
I checked internet connection every time and it was fine, but restarting Steam and entering the game Always Works for the next 2~5 minutes (when I'm "kicked" again).

Now my servers list shows most servers BUT US Central 4 and some other officials and my friend that was playing said he hadn't experienced none of these problems and kept playing non stop all this time. And my internet is still at 100% (playing musics on youtube to test this).

Is there a troubleshooting when you cannot "see" a server that is currently on to others or keep getting disconnected from the server/servers randomically?
