Looks like you already explained it to yourself
Rockets were not nerfed. There was a bug wth the new damage calculator they implemented which caused rockets and explosive rounds to only deal half damage.
"Fixed rockets only dealing half damage to building parts" Is FacePunch saying they fixed the bug, so rockets now do full damage again.

Wrong. It was actually a bug, which has since been fixed in the latest update.

the splash only did half of the damage so you did need the doubled amount of rockets to get through something
