Applies to all servers.
It allows you to make reskinned versions of said items. Some skins are for items that aren't a default build so you will have to get the blueprint for those learned before you can make the skinned version.
A skin applies to all servers. It lets you choose an alternate look for the item when you craft. For example, everyone can make a regular old blue cap, but only people who on the FRIENDLY cap skin can craft the Friendly cap.
The skin is yours. It is possible to give, trade or sell it through Steam, but that isn't something you can just do by accident while playing the game. Other people cannot loot it from you, but they CAN loot an item you crafted.
For example, if you crafted the friendly cap and got killed, someone else could take that cap from you and wear it. You can always make another one, but they cannot. They can only craft a basic cap unless they buy the skin.
One more thing: Having the skin does not automatically give you the blueprint for the base item. If you have a skin for a fancy Assault Rifle, but are on a server where your character doesn't have the blueprint, you won't be able to craft your fancy assault rifle, or the basic version, either. You'll have to find the blueprint first.
