Server not showing up in server browser for some people

I know this is a covered topic, but I've tried all known solutions. Last night, I couldn't join my server following a server restart. It didn't show in the list or my favorites. I reupdated using steamcmd, rebooted, and boom it worked. I took it down today because Sign Artist bugged out and kicked everyone for recievetexture error. Now, 30 people are in it after the restart but at least 2 people say they can no longer see it in the server list. What do I do?
