As it is currently the difficulty in acquiring better equipment/blueprints is mostly subject to the number of players currently playing. I don't think there should be such an advantage to logging in at 4AM when nobody is playing. It would be great if the drop rates for the good equipment could be made variable depending on how many people are playing. For example, if there are 2 people logged in getting a Kevlar BP drop would be next to impossible while if there are 50 it would be common. For players that can only player at certain times of day this would help even things out.
There's already a Trello entry titled "Scale gameplay elements based on population" - I think this should be added to that.
I was under the impression the drop rates where static, and the only difference when lots of people are on is it is harder to get to the chests in rad towns to loot them.
However with that said, I have been more lucky during low pop situations or right after a server reboot so maybe the numbers skew a little?
I think it should be a static value across the board or have it slightly scale up when pop numbers are high on the server. The whole point of having more people on the server is it is more of a fight for resources / items. Every box/node counts.

They are static. That's what I'm saying should change. You kinda just repeated the same suggestion I made. I think the good equipment and BPs should drop very rarely if at all if there aren't many players on, but they should drop often if there are a lot of players on. Even if the drop rate is high with a lot of players, the fact that it's harder to actually get to anything (crates, mobs) because you're competing with other players keeps the difficulty high.
