Clothing & Weather conditions,should they correlate

A long long time ago we had a small discussion concerning the weather effects [I]and[/I] affects.
Although irrelevant then,it is just around the corner now...
As a recap per Rustafied :
Rain will make you wet and subsequently more prone to cold.
Snow will make you less wet, but still makes you cold.
Shelter (house, caves, etc) does protect you from these new weather elements.
There are now days, months and years instead of just time of day.
The system is completely dynamic, meaning no two days are ever exactly alike.
Given the dynamism of the system, tweaks will of course be needed over time.

I think it would be cool if the clothing that protects you the most should be found in the areas of its kind.
ie: Your trying to establish a base in the northern biome,mainly snowy hazardous conditions. A fresh spawn wouldn't dare attempt right? Until of course they found the right gear.
Should they be able to find it in the desert?
Imo,No. It doesn't make sense or does it?
If you want to live in a harsh environment you have to have the gear for it. A desert you can merely strip your clothes and you will be fine.
Partial areas of the forested biome require you at night to have slightly "heavier" clothing.
I believe that winter gear "[I]could[/I]" be found in the forest, but...the harsher northern territories would require even heavier gear,found [B]only[/B] in that area.
So, in essence I guess this is mostly referring to the Snow biomes and what "effect" it will have down the road
