Is the ability to build on rocks depend on the server? I am not able to lay a foundation on rock outcroppings
Yes, some of the modded servers prevent this - but on official or vanila servers you should be able to build on rocks.
I have rented a server from multiplay and as far as I know I cannot build on rocks :(
