Is there a way to pre-view your player model via SteamID without buying the game?
If there isn't, is it possible?

There is no option currently available. Such an option is theoretically possible (it's software, anything's possible) but it'd be a total waste of time for the devs to do it.
And even if you liked what you saw, the likelihood is that the character randomization system will get changed around in the future and, just like changes to the procedural terrain generator, making changes to it will cause seeds (in this case, your Steam ID) to produce different results.
If this is such a big deal for you, don't buy Rust.
Buy it, check it, steam refund it
It seems like the program changes how you look with each update or wipe, so it might not help you anyway. What would make you not want to buy the game?
You might turn out female anyway.

Hi, please don't suggest abusing the refund system because the game might generate you as a black dude. I'm not a dev but that is not what Steam implemented that for.
I wasn't asking this for myself, but for my brother as he's way more character focused, he really dislikes the randomizing, but I don't care what I look like.

How is that abuse? If there's a part of the game that makes it too uncomfortable/hindering to play, you should be able to refund it if you have no intention of continuing to play it.

Well, if [I]you[/I] already own Rust you could family share it to him on his account and in [I]theory[/I] that should let him see what he'll look like now (but could look totally different in a week). I have not tested this and family share might do something weird to the Steam ID thing (meaning he might look identical to your character, or something different than if he's on an owned, not shared, copy on his own account), but the character system is going to change and shuffle him into a different look sooner or later, and probably repeatedly, anyway.
And I'm just waiting to hear about the first server hosting a plugin that lets you fully customize your Newman (for any reason, good or racist), so it's a short-term problem one way or another. If your brother isn't comfortable with this, maybe Rust isn't the game for him (there's no guarantee this randomization system will stay, either).

If he buys the game and is unsatisfied with it for whatever reason, i think its in his right to get a refund, right ? wasnt that exactly the purpose why the refund system is place? True, getting a refund because you dont like your character might be childish, but if certain person choose a game based on the character because they like immersion, let it be their thing.
We all know that some people are okay with random caracter skins, and some people prefer to customize it themselves. Its a bet that Garry is taking by making it locked to steamID. Getting a refund is fair, character is no minor part of the game.

Yes, one refund is fair, but doing it more than once is abusing the function.
I'd be willing to bet that with or without a charcter previewer available, someone's going to try selling steamID's to those that want a particular look.

I believe family share mode adds a good five or six digits to your steamID
