What is this and is there a fix?

This started to happen to me too after 2-3 updates back. My driver is up to date and everything.

I think some changes were made to the day/night cycle around about then. Does this seem to happen around dawn/dusk, or all the time?

I managed to fix it. I upped the launch option from "fast" to the highest setting then backed it down until performance got playable. Then tweaked some of the other options in game. Got it looking better than before and more FPS so happy ATM.
