Landlocked foundations decay?

I know they disabled it a few devblogs back, but do landlocked foundations decay anymore? I.e. placing a block on a foundation.

all buildings decay, however they only decay from outside and in.

so in a 3x3 the 8 outer ones take dmg but the center one take no damage untill it gets out in the open so to speak.

placing a block will not help it to no decay no
