Not sure what the plans are for the xp system. Will all servers have forced xp system through all servers? Even if you dont transfer xp, bp's, skills will there be any rules if community servers run the official xp system?
I think whitelisting servers is best thing here. Because community servers stay modded and they can still choose to run "hunt rpg" from oxidemod or decide to remove the xp system completely like a midevil server. Or if battle royale servers get popular again you dont want perks forced.
I myself would like to be able to change servers and keep my skills, xp, rank, but in order to do that we need to start whitelisting (and greylisting) plug-ins, mods, mutators so you can still earn official xp progession when on community servers.
Keeping skill levels and XP when changing servers is an absolutely dreadful idea, and unworkable in almost every conceivable way. It would breed private "loot" servers for powerleveling. Facepunch can barely manage to restart much less police the official servers, and you want them to monitor thousands of servers to make sure they're keeping up with whitelist criteria?
Each server is its own contained world, it's own little Las Vegas. What happens there for your avatar, stays there for your avatar. It would take a lot of coding and a major design shift to change that.

*does anyone remember how Killing Floor 1 was done? They had a solid whitelist system.
ALSO Murdo making a whitelist is actually simple. It only allows certain mods that have been approved.

To reiterate my last post, never have your "rank" crossover between servers. Neither your XP, nor your loot, nor your BP's. The only thing I'm aware of that's global is store-bought cosmetic variations on in-game gear.
Did Garry say you'd be carrying over XP from one server to another, or are you assuming that's what everyone wants?
Having XP carry over servers is not a good idea, like you mentioned people could/would abuse it just like in the old DayZ days (Having locked hive servers where they can freely farm before going over to another server), not to mention admins can literally give themselves stuff.
I don't know if you think that they are having XP carry over, but from what I have read and from how bad of an idea it is, I will assume they aren't.

Ok regardless of carryover what are the rules if all servers run the official xp system? Does it matter?

I believe it will be the same as it is now. Each server has its own XP/characters, the same way each server right now has its own BP and inventory that dont follow you to other servers.
I'm sure modded servers who don't want the XP/skills system will be able to remove/disable it through either commands or coding.
the only time you would need a whitelist system is if xp was for your steam account, not your player.
personally i would hate that; it makes more sense, and is more in line with the nature of rust to have your advancement only apply to the server it was achieved in.
