I dont know how something like this would work with procedural generating but even if it doesnt devs could make a playable level so server admin could choose it over proc gen.
Unity is pretty powerfull engine with lot of capabilities, but i dont know how would it work on an averige pc if such details were used on a large scale,
Does Facepunch have someone talented enough on their team to create something like this?

Am pretty sure there will be a city at some point. The powerplant and purification plant make no sense without a city.
