Just cropped up for me as well. This happened within the past few (4-6?) hours.

Apparently a whole bunch of games that use EAC (7 Days, Squad, etc) have stopped working. If you're logged into Rust right now, stay logged in. If you quit the game, you may not be able to get back in. One of two things has happened:
1) EAC went "toes up", in which case hah.
2) EAC's cert expired, so they'll need to update it with a new one. Since it's a code signing cert, they may actually need to push out an update to fix this one. Either way, my night got a whole lot more productive.
If it's issue #2, that's major amateur hour. You get approximately 578942578758934 warnings before a certificate expires, regardless of who your Certificate Authority or vendor is. "Accidentally" letting your certs expire actually takes a significant amount of effort.

This problem popped up on me a little bit ago. I've restarted everything, Verified the integrity of steam file, reinstalled EAC several times, and even completely reinstalled Rust a couple times. Ran everything as admin. Cannot get connected to a server. Also seen error Disconnected: EAC: Disconnected EAC. I played earlier today no problem. I'm on Windows 10 if that matters. Hope this get a patch or fix soon.
