Your system is similar to my old system. The framerates where really inconsistent, sometimes up to 50 but most of the time around 25 to 45 fps.
Depends on how much is going on on the server. They also optimized the last weeks so it could be better now.

is never less than 50 fps in large server: reddit.
search on youtube a configuration tutorial to improve performance, and enjoy!
